A $1.9 trillion stimulus package was recently signed into law in the United States. Can such a stimulus bill, plus packages passed in other countries, really pull the world economy out of the downturn it has been in since 2020? I don’t think so.
The economy runs on energy, far more than it operates on growing debt. Our energy problems don’t appear to be fixable in the near term, such as six months or a year. Instead, the economy seems to be headed for a collapse of its debt bubble. Eventually, we may see a reset of the world financial system leading to fewer interchangeable currencies, far less international trade and falling production of goods and services. Some governments may collapse.
[1] What Is Debt?
I understand debt to be an indirect promise for future goods and services. These future goods and services can only be created if there are adequate supplies of the right kinds of energy and other materials, in the right places, to make these future goods and services.
I think of debt as being a time-shifting device. Indirectly, it is a promise that the economy will be able to provide as many, or more, goods and services in the future compared to what it does at the time the loan is taken out.
Common sense suggests that it is much easier to repay debt with interest in a growing economy than in a shrinking economy. Carmen Reinhart and Ken Rogoff unexpectedly ran across this phenomenon in their 2008 working paper, This Time Is Different: A Panoramic View of Eight Centuries of Financial Crises. They reported (p. 15), “It is notable that the non-defaulters, by and large, are all hugely successful growth stories.” In other words, their analysis of 800 years of governmental debt showed that default was almost inevitable if a country stopped growing or started shrinking.
The IMF estimates that the world economy shrank by 3.5% in 2020. There are many areas with even worse indications: Euro Area, -7.2%; United Kingdom, -10.0%; India, -8.0%; Mexico, -8.5%; and South Africa, -7.5%. If these situations cannot be turned around quickly, we should expect to see collapsing debt bubbles. Even the US, which shrank by 3.4%, needs a rapid return to growth if it is to keep its debt bubble inflated.

When we are far from energy limits, growing debt seems to pull the economy along. This is a graphic I put together in 2018, explaining the situation. A small amount of debt is helpful to the system. But, if there gets to be too much debt, both oil prices and interest rates rise, bringing the braking system into action. The bicycle/economy rapidly slows.
Just as a two-wheeled bicycle needs to be going fast enough to stay upright, the economy needs to be growing rapidly enough for debt to do what it is intended to do. It takes energy supply to create the goods and services that the economy depends on.
If oil and other energy products are cheap to produce, their benefit will be widely available. Employers will be able to add more efficient machines, such as bigger tractors. These more efficient machines will act to leverage the human labor of the workers. The economy can grow rapidly, without the use of much debt. Figure 2 shows that the world oil price was $20 per barrel in 2020$, or even less, prior to 1974.

Figure 3 below shows the historical relationship between the growth in US energy consumption (red line) and the dollar increase in US debt growth required to add a dollar increase in GDP (blue line). This chart calculates ratios for five-year periods because ratios for individual years are unstable.

Based on Figure 3, the US average annual growth in energy consumption (red line) generally fell between 1951 and 2020. The quantity of debt that needed to be added to create an additional $1 dollar of GDP (blue line) has generally been rising.
According to Investopedia, Gross domestic product (GDP) is the total monetary or market value of all the finished goods and services produced within a country’s borders in a specific time period. Notice that there is no mention of debt in this definition. If businesses or governments can find a way to make large amounts of credit available to borrowers who are not very credit worthy, it becomes easy to sell cars, motorcycles or homes to buyers who may never repay that debt. If the economy hits turbulence, these marginal buyers are likely to default, causing a collapse in a debt bubble.
[3] Analyzing Energy Consumption Growth, Debt Growth and Economic Growth for Broader Groupings of Years
To get a better idea what is happening with respect to energy growth, debt growth, and GDP growth, I created some broader groupings of years, based primarily on patterns in Figure 2, showing inflation-adjusted oil prices. The following groupings of years were chosen:
- 1950-1973
- 1974-1980
- 1981-2000
- 2001-2014
- 2015-2020
Using these groupings of years, I put together charts in which it is easier to see trends.

Figure 4 shows that for the US, there has been a general downward trend in the annual growth of energy consumption. At same time, real (that is, inflation-adjusted) GDP has been trending downward, but not quite as quickly.
We would expect that lower energy consumption would lead to lower growth in real GDP because it takes energy of the appropriate kinds to make goods and services. For example, it takes oil to ship most goods. It takes electricity to operate computers and keep the lights on. According to the World Coal Association, large quantities of coal are used in producing cement and steel. These are important for construction, such as is planned in stimulus projects around the world.
Also, on Figure 4, the period 1981 to 2000 shows an uptick in both energy consumption growth and real GDP growth. This period corresponds to a period of relatively low oil prices (Figure 2). With lower oil prices, businesses found it affordable to add new devices to leverage human labor, making workers more productive. The growing productivity of workers is at least part of what led to the increased growth in real GDP.

Figure 5, above, is disturbing. It strongly suggests that the US economy (and probably a lot of other economies) has needed to add an increasing amount of debt to add $1 of GDP in recent years. This pattern started long before President Biden’s $1.9 trillion stimulus package in 2021.
To make matters worse, GDP growth in Figure 5 has not been reduced to remove the impact of inflation. On average, removing the impact of inflation reduces the above GDP growth by about half. In the period 2015 to 2020, it took about $4.35 of additional debt to add one dollar of GDP growth, including inflation. It would take about double that amount, or $8.70 worth of debt, to create $1.00 worth of inflation-adjusted growth. With such a low return on added debt, it seems unlikely that the $1.9 trillion stimulus package will increase the growth of the economy very much.
[4] Falling interest rates (Figure 6) are a major part of what allowed the rapid growth in debt after 1981 shown in Figure 5.

Clearly, debt is more affordable if the interest rate is lower. For example, auto loans and home mortgages have lower monthly payments if the interest rate is lower. It is also clear that governments need to spend less of their tax revenue on interest rate payments if interest rates are lower. Changes made by US President Ronald Reagan when he took office 1981 also encouraged the use of more debt.
A major concern with respect to today’s debt bubble is the fact that interest rates are about as low as they can go without going negative. In fact, the interest rate on 10-year Treasury bonds is now 1.72%, which is higher than the February 2021 average rate shown on the chart. As interest rates rise, it becomes more costly to add more debt. As interest rates rise, businesses will be less likely to take on debt in order to expand and hire more workers.
[5] Interest expense is a major expense of governments, businesses, and homeowners everywhere. Energy costs are another major expense of governments, businesses, and homeowners. It makes sense that falling interest rates can partly hide rising energy prices.
A trend toward lower interest rates was needed starting in 1981 because the US could no longer produce large amounts of crude oil that were profitable to sell at less than $20 per barrel, in inflation-adjusted prices. Lower interest rates made adding debt more feasible. This added debt could smooth the transition to an economy that was less dependent on oil, now that it was high-priced. The lower interest rates helped all segments of the economy adjust to the new higher cost of oil and other fuels.
[6] The US experience shows precisely how helpful having a rapidly growing supply of inexpensive to produce oil could be to an economy.
US oil production, excluding Alaska (blue “remainder” in Figure 7), rose rapidly after 1945 but began to decline not long after hitting a peak in 1970. This growing oil production had temporarily provided a huge boost to the US economy.
Up until almost 1970, US oil production was rising rapidly. Figure 8 shows that during this period, incomes of both the bottom 90% of workers and the top 10% of workers increased rapidly. Over a period of about 20 years, incomes for both groups grew by about 80%, after adjusting for inflation. On average, workers were about 4% better off each year, with the rapid growth in very inexpensive-to-produce oil, all of which stayed in the US (rather than being exported). US imports of inexpensive-to-produce oil also grew during this period.
Once oil prices were higher, income growth for both the lower 90% and the top 10% slowed. With the changes made starting in 1981, wage disparities quickly started to grow. There suddenly became a need for new, high-tech approaches that used less oil. But these changes were more helpful to the managers and highly educated workers than the bottom 90% of workers.

[7] Most of the world’s cheap-to-extract oil sources have now been exhausted. Our problem is that the world market cannot get prices to rise high enough for producers to cover all of their expenses, including taxes.
Based on my analysis, the world price of oil would need to be at least $120 per barrel to cover all of the costs it needs to cover. The costs that need to be covered include more items than an oil company would normally include in its costs estimates. The company needs to develop new fields to compensate for the ones that are being exhausted. It needs to pay interest on its debt. It also needs to pay dividends to its shareholders. In the case of shale producers, the price needs to be high enough that production outside of “sweet spots” can be carried on profitably.
For oil exporters, it is especially important that the sales price be high enough so that the government of the oil exporting country can collect adequate tax revenue. Otherwise, the exporting country will not be able to maintain food subsidy programs that the population depends on and public works programs that provide jobs.
[8] The world can add more debt, but it is difficult to see how the debt bubble that is created will really pull the world economy forward rapidly enough to keep the debt bubble from collapsing in the next year or two.
Many models are based on the assumption that the economy can easily go back to the growth rate it had, prior to COVID-19. There are several reasons why this seems unlikely:
- Many parts of the world economy weren’t really growing very rapidly prior to the pandemic. For example, shopping malls were doing poorly. Many airlines were in financial difficulty. Private passenger auto sales in China reached a peak in 2017 and have declined every year since.
- At the low oil prices prior to the pandemic, many oil producers (including the US) would need to reduce their production. The 2019 peak in shale production (shown in Figure 7) may prove to be the peak in US oil production because of low prices.
- Once people became accustomed to working from home, many of them really do not want to go back to a long commute.
- It is not clear that the pandemic is really going away, now that we have kept it around this long. New mutations keep appearing. Vaccines aren’t 100% effective.
- As I showed in Figure 5, adding more debt seems to be a very inefficient way of digging the economy out of a hole. What is really needed is a growing supply of oil that can be produced and sold profitably for less than $20 per barrel. Other types of energy need to be similarly inexpensive.
I should note that intermittent wind and solar energy is not an adequate substitute for oil. It is not even an adequate substitute for “dispatchable” electricity production. It is simply an energy product that has been sufficiently subsidized that it can often make money for its producers. It also sounds good, if it is referred to as “clean energy.” Unfortunately, its true value is lower than its cost of production.
[9] What’s Ahead?
I expect that oil prices will rise a bit, but not enough to raise prices to the level producers require. Interest rates will continue to rise as governments around the world attempt more stimulus. With these higher interest rates and higher oil prices, businesses will do less and less well. This will slow the economy enough that debt defaults become a major problem. Within a few months to a year, the worldwide debt bubble will start to collapse, bringing oil prices down by more than 50%. Stock market prices and prices of buildings of all kinds will fall in inflation-adjusted dollars. Many bonds will prove to be worthless. There will be problems with empty shelves in stores and gasoline stations with no products to sell.
People will start to see that while debt is a promise for the equivalent of future goods and services, it is not necessarily the case that those who make the promises will be able to stand behind these promises. Paper wealth generally can be expected to lose its value.
I can imagine a situation, not too many years from now, when countries everywhere will establish new currencies that are not as easily interchangeable with other currencies as today’s currencies are. International trade will dramatically fall. The standard of living of most people will fall precipitously.
I doubt that the new currencies will be electronic currencies. Keeping the electricity on is a difficult task in economies that increasingly need to rely solely on local resources. Electricity may be out for months at a time after an equipment failure or a storm. Having a currency that depends on electricity alone would be a poor idea.



Wristbands and Dining Cards: New Army Policies Exclude, Isolate Unvaccinated
The U.S. Army can’t legally mandate COVID vaccines, but restrictive policies like those at Fort Drum and Fort Bragg make it increasingly difficult for service members to refuse.
A March 17 memorandum from the commander at the U.S. Army’s Fort Drum reservation in New York lists privileges withheld from service members who refuse to get the COVID-19 vaccine — an experimental Emergency Use Authorization product not proven to prevent infection or transmission of the COVID virus.
The memo, “Prohibited Activities for Personnel Within the Authority of the Commander, 10th Mountain Division and Fort Drum,” states:
Fully vaccinated service members do not have “restriction of movement” or quarantine after travel and return to post. Unvaccinated must quarantine for 10 days and can test out after seven days of quarantine. “Family members must be able to quarantine with the service member (i.e. spouse cannot go to work, children cannot go to school).”
Vaccinated service members only require an O-3 (captain or company commander) to approve their leave, while unvaccinated must request leave from a higher-ranking O-5 (lieutenant colonel or battalion commander) with an additional procedural step of submitting an Exception to Policy (ETP). These ETPs will be tracked at the division level for additional scrutiny, and likely will be denied.
Vaccinated service members may meet with or host any non-local visitor from outside the five states contiguous to New York (New Jersey, Pennsylvania, Connecticut, Massachusetts and Vermont). Unvaccinated service members must obtain approval from an O-5 in their chain of command, and then enter a 10-day quarantine to meet with or reside with any non-local visitor.
Vaccinated service members have no limits on gatherings at a private residence. Unvaccinated have a limit of 12 guests at indoor gatherings, and 15 guests at outdoor gatherings. ETPs may be granted for larger on-post public social gatherings by an O-5 commander, but If all personnel attending the gathering are vaccinated no ETP is required.
Vaccinated service members can conduct outdoor physical training unmasked. Unvaccinated must wear masks during physical training. Vaccinated personnel may be authorized to conduct unmasked physical training at indoor facilities, “without unvaccinated personnel present.”
Face masks may be removed if all people in a room are vaccinated.
Perhaps the most shocking item in the new policy is this: Fort Drum authorized a COVID wristband for vaccinated service members.

This sounds like an idea from the very densely populated North Eastern part of the US. It has a lot of people living in apartment buildings, with ventilation systems that send COVID-19 through the buildings. It uses more rapid transit than any other part of the US. In many ways, it is like parts of Europe. In terms of average confirmed cases in the last seven day, the US Northeast is way high:

Total cumulative deaths are also very much higher in the US Northeast than anywhere else in the US.
I am not sure why they can’t meet from people outside of the 5-state area in the Northeast. They would more likely give COVID to them than the other way around. Perhaps it is like not letting visitors into nursing homes.

Covid vaccines: Probe as hundreds fail to attend appointments
People are being urged to attend vaccine appointments after hundreds failed to show up for their jabs.
In the Swansea Bay area almost 500 people did not attend on Monday.
At a mass vaccination centre in Bangor, in Gwynedd, almost 200 people failed to show up over a three-day period.
The Welsh government said it was investigating after reports of “people not attending their vaccine appointments”.
As of Monday, 1,413,710 had received their first dose of the vaccine in Wales, the equivalent of 44.8% of the Welsh population, according to Public Health Wales.
A further 7,016 people received a second vaccination, taking the total number of people who are now fully vaccinated to 424,016, which is 13.4% of the population.
However, officials have stressed vaccines were safe amid concerns about blood clots, and urged people to turn up for their appointments if invited, after reports from health boards of rising no-shows.
Celebrities and health professionals have joined a bid to encourage more people from black, Asian and minority ethnic communities to get the vaccine, amid concerns that rumours and disinformation about the jabs were stopping people taking up the offer.
Swansea Bay University Health Board issued a warning on social media after more than a quarter of people booked in for the jab at a mass vaccination centre failed to turn up on Monday.
The health board, which serves Neath Port Talbot and Swansea areas, said out of 1,750 appointments, 492 did not attend, the equivalent of 28%.
The health board said numbers failing to turn up for their first doses had fallen after rising over the weekend.

Shale oil probably needs to be above $120 just to break even. Keep in mind that Shale oil is highly leveraged, meaning it can only be pulled out of the ground by creating debt.
I would be interested in what the price of oil would be in a world where there was honest money, (i.e historical average interest costs for financing, stock and bond valuations, etc.) Obviously the costs would see-saw back and forth depending upon new technology of extraction vs increasing costs due to decreasing ease of accessibility.
Obviously the contorted financial and geopolitical markets make this difficult.
Saudi Arabia especially needs a high price, to support its large population.

I don’t think you will be able to buy such a battery in 2023. The article says,
“After working on its battery since 2012, NDB says it will finally have a working product in 2023.”
I read this to mean that the company will have a working prototype. They would then have to figure out how manufacture this at tiny scale, and gradually move up to full scale. I am sure that there would be governmental approvals that would be required as well.
The battery will last 28,000 years. The things it powers will fall apart within a few decades, however. Nobody reads the fine print.
Suez blockage could ‘take weeks’ to clear
It could take weeks to clear the tail-back of ships looking to use the Suez Canal, even as the gigantic container carrier Ever Given resumes its voyage through the world’s business shipping lane, data analysts have calculated.
“We currently expect a delay of at least 10 days to 2 weeks for all vessels reaching Suez henceforth and assuming the stuck container ship is refloated within the next couple of days for the transits to resume,” Ranjith Raja, oil research manager at data group Refinitiv, said.
The 400 meter long Ever Given – owned by Taiwanese company Evergreen Marine Corporation – ran aground on March 23, halting passage through the vital trade route and causing a log-jam of ships in the Mediterranean and the Red Sea.
After the ship was refloated on Monday and was preparing to exit the canal, resuming its voyage to Rotterdam, the effects of the blockage are expected to remain a challenge to the shipping industry, already dealing with volatile market conditions.
“The canal has handled about 100 ships making the transit on a single day according to the 2020 transit data. However, there are limitations due to the size of the ships making the transit and the tidal factors that prevail on the day. Factoring these, it will take weeks to clear the jam that has accumulated till date and not accounting for the additional vessels that would be added for the week,” he added.
Refinitiv calculates that a total of 369 ships are currently waiting on either side of the canal to make the transit once the Ever Given is re-floated and the channel cleared. This accounts for a total of 25 million tons, an increase of 80 percent in the past five days. An estimated 85 ships are currently enroute to join the jam before the end of the month.
This could lead to a shortage of containers vital for global trade, as well as a “shock” to the global supply chain, especially in industries like manufacturing and car assembly, which relies on the “just in time” supply principle.

I remember the good old days in medical school when the the push in charity hospitals was to get the patients discharged -mostly to nursing homes. One of the big requirements was a negative urine screen/ culture and sensitivity and a negative chest x-ray and TB test (PPD). In this way it is very much like a finite resource. The Thymus really represents the immune systems plasticity to adapt and produce new T cells or regulatory cells to fight new disease/ virus or remember old ones.
To die of natural causes in fact is to have exhausted this resource.
In older people the thymus has essentially gone.
Have seen this personally in an anatomy museum in Dunedin when I studied occupational therapy.
We looked at a child body cadaver who had died in a MVA and an elderly lady’s who’d died of natural causes. Guess which one didn’t have a thymus anymore.
Taking vaccines as an elderly person, near end of life or with an autoimmune condition ( and a non existing or near depleted thymus ) is pointless, particularly if it is required we take the vaccines again and again. It is misleading, because it creates false hope in vaccines that can’t be effective because the resource to produce the necessary immunity is gone or limited.

This video is less than 9 minutes long. It is very good. It explains why a functioning thymus glands is important for preventing illnesses of all kinds. If a person loses his thymus, he will have lots of allergies and autoimmune problems. To keep it operating well, it needs vitamin D, iodine and zinc. Also, avoid sugar. The gland tends to atrophy away as we age.
There seem to be articles that talk about the thyroid, what goes wrong, and how to prevent these issues. Chemotherapy and radiation seem to particularly harm the thymus. Malnutrition and lack of sleep are other issues. The area seems to need more research.

ORLANDO, Fla. – They’re called COVID-19 breakthrough cases — people who have been fully vaccinated yet still contract the virus more than 14 days after their second shot.
The cases are popping up around the country, including in Central Florida.
Hanna Rewerts, 27, is a physical therapist and has been tested for COVID-19 at least once a week since the pandemic started.
She says she got her first positive test just days ago.
“I was shocked, you know,” Rewerts told News 6. “Immediately I’m like, ‘This has to be a false-positive. This can’t be right.’”
But multiple tests confirmed it.
She said she was shocked because she is also fully vaccinated.
As a health care worker, Rewerts had her first dose of the Pfizer vaccine in December 2020, according to her vaccine card. Her second dose was three weeks later in January.
More than two months after the second shot, she contracted the virus.
“So it’s just, it’s very odd,” Rewerts said.
Rewerts said three of her family members who were also fully vaccinated contracted it as well.
“One of my family members actually went to the hospital,” Rewerts said. “I mean, that’s pretty severe enough to be concerned about the vaccine.”
Researchers are still trying to figure out if people who are fully vaccinated and contract the virus can also spread it to other people, which is why they recommend still wearing masks even after you’re vaccinated.

As with so many issues where I learned better, this is just my starting position:
I support wearing masks.
– There’s the slight chance that (in the overall big picture) they mask out something more harmful than what they cause from wearing them.
– They can act as a placebo.
– Since the global IC is not suited for human survival (something the average human cannot grasp) it might be helpful to keep the human public under some externally imposed uniformed restraint. (We don’t have the option for intelligent human mass behavior with our current global system.)
– There likely is some level of higher human or system control than most of us are aware of or understand. I would refer to it as Caesar. Some or much of it might be self-organizing.
– Masks are required by Caesar, and it might be wise to give to Caesar what is his, while refraining from giving to Caesar what he has not yet demanded but that is waiting in the wings to kill us: mandatory vaccinations.
– The theory being that if we can manage to conform while being also AWARE and quietly subversive (a critical mass of us anyway) time will rob Caesar of some venom.
– We can remove our masks at every convenience where it won’t invite persecution (which also could result from being in Caesar’s face with masklessness. It’s a case of not angering or panicing Caesar re his maintaining the universal mask protocol.

Hugging is a custom that varies greatly by country. You don’t see Chinese or Japanese adults hugging as a greeting. In fact, hugging is not a custom in Norway, either, as far as I know. In the US, hugging as a greeting is much more common in the South than in the North.
I expect that hugging and cheek kissing grew up as greetings in countries where disease transmission was not as big an issue; population was at least stable, even with occasional disease transmission.
Probably it became established where people simply believed that the will of God, or Fate, determined the hour of death. All societies were awash with infectious disease in the past.
I don’t recall hugging being much of a thing in the fifties ,perhaps sixties in the US. Seems it was a social thing introduced on TV, or at best a “distanced” hug, face over the shoulder.
Hugging everyone seems somewhat superficial, perhaps an attempt to get the huggee to let down their guard.

He made the announcement on a day when more Floridians would become eligible for vaccination and during a ceremony he convened at the state Capitol to sign into law a bill approved by the Legislature on Friday that would bar COVID-related lawsuits against businesses that have made good-faith efforts to comply with guidelines meant to stop the spread of the virus.
While the governor has previously spoken out against “vaccine passports,” he said he would take the additional step of forbidding businesses from refusing to serve people who can’t prove they have been vaccinated.

Not everybody embraced hygiene. I know Asian countries have a long tradition of cleanliness (maybe to protect from tropical diseases) but in Europe they were quite proud of living with the animals in the house (to warm them up in winter), washing only once a year (a good layer of dirt stops the disease entering the body) and placing the toilet in the kitchen (so it sucks the bad air).

You may be right, but I think that it partly relates to the colder climate in Europe and North America, compared to the heavily populated part of Asia.

This is a very good, but very long, article. A person starts wondering if someone killed him, to get (steal) minerals from Tanzania at low taxes rates. WASHINGTON D.C.—Disaster has struck Congress, as President Joe Biden has fallen sideways in the main Capitol hallway and become stuck, blocking all Congressional business. Congressional staffers heard Biden gibbering incoherently, so he seems fine other than the fact that he’s stuck.
“Has he tried standing up?” Representative Jerry Nadler suggested.
“Yes, he’s tried!” Speaker of the House Nancy Pelosi answered. “But has anyone tried kicking him? Like kicking him so hard in the back he spins a bit and becomes unstuck?”
“I was kicking him, but it didn’t work,” said Senate Minority Leader Mitch McConnell.
“We have to destroy the walls and then he’ll have room to become unstuck,” Representative Alexandria Ocasio-Cortez stated. She then pulled out the hammer and sickle she always carries and started to attack the hallway walls. “Destroy all the walls!”
“Can’t we just step over him?” suggested Senator Ted Cruz.
“You can’t step over the president!” Senate Majority Leader Chuck Schumer responded. “It’s disrespectful.”
“What if we built a stairway over him?” Senator Bernie Sanders asked. “I bet we could do it for under $300 billion.”
“How are we supposed to pass a $300 billion stairway project if we can’t get to the Senate chambers where I store my gavel, ya dumb-dumb?” shot back Schumer.
“We have to face facts,” declared Vice-President Kamala Harris grimly. “The only way we’re going to free up the hallway is to blow up Biden with dynamite.”
“That was your suggestion when he wouldn’t budge on the minimum wage!” said Schumer.
If Biden continues to be stuck, politicians fear that so many spending bills will now be blocked that the country could start to lose its deficit, setting a dangerous precedent.

In Venezuela’s survival economy, local taxes become latest challenge for business
CARACAS (Reuters) – Venezuelan mayors desperate for cash are levying hefty tax hikes and launching aggressive collection campaigns that have spurred complaints from businesses already struggling to stay afloat in an economy battered by economic crisis and the global pandemic.
Bills for local taxes and municipal services, which were for years so cheap that business hardly noticed them, have over the last year jumped to thousands of dollars per month. In some cases, that has led to legal disputes and incarcerations.
It is the latest chapter in President Nicolas Maduro’s abrupt liberalization of Venezuela’s economy as U.S. sanctions ushered in an end to generous subsidies and price caps that kept goods and services artificially cheap.
That liberalization has also largely halted federal transfers of oil revenue to municipalities that had for decades kept local governments’ coffers full.
The situation creates another challenge for businesses that are barely surviving hyperinflation and Venezuela’s six-year recession by effectively linking local taxes and municipal services to the greenback.
“Because the government doesn’t give them money to do what they need to do, the municipalities are trying to make taxation their source of revenue,” said tax consultant Hector Orochena.
“Business now face economic insecurity because there’s no way to know how high the dollar will go.”
In the industrial city of Valencia, one merchant said the mayor’s office billed his business $5,200 in taxes for 2020 – more than his total profits for a year in which his business was shuttered for eight months due to the pandemic.
A single municipal tax rose 9,481% in 2020, he added. The municipal government of Valencia did not immediately respond to a request for comment.

Norway readies first offshore wind tenders to spur oil industry transition
OSLO (Reuters) – Norway will press ahead with North Sea wind power this year, awarding its first development licences as it spurs the transition of its oil and gas industry and despite its already plentiful renewables supply.
The government has earmarked two areas in the North Sea for up to 4.5 gigawatts of floating and bottom-fixed wind turbine capacity, just under half the current installed capacity in Britain, Europe’s offshore wind leader.
Norway does not actually need offshore wind farms for power – nearly all its electricity comes from renewables already – but instead sees the sector as a means of helping its vast oil and gas industry secure a new, low-carbon business model for the future.
Oslo will present details of the tender this spring as part of a white paper on the energy sector, and first wind farms could be in operation by the end of the decade.
Many details remain unclear but the process should follow oil and gas exploration procedures where typically seabed rent is not charged.
Norway, western Europe’s largest oil and gas producer, is examining how it can adapt its petroleum industry.
Norway’s Equinor and several other European oil firms including Total, BP and Shell have announced plans to massively scale up their renewable power portfolios, often focusing on offshore wind, as they seek to reduce reliance on oil to satisfy stakeholders and meet climate targets.
“We believe that especially offshore resources offer all the prerequisites to succeed. We have the knowledge, the experience, we have a good track record from establishing and building advanced installation in tough conditions far out at sea,” NOG oil lobby boss Anniken Hauglie told Reuters.
“We now need to use the time to build up new industries, new value chains, that will over time become the new legs for Norway to stand on,” she said.

How much intermittent electricity can really be sold, and at what price? Using Norway’s hydroelectric to back it up will leave less hydro for backing up other intermittent electricity elsewhere. Lots of transmission lines are needed to take it away from Norway. I thought that they were getting filled as well.

Southern Sweden needs more electricity, but its transmission lines are very inadequate. There is also a problem with the major interconnecting transmission lines getting filled.

Biden boosts offshore wind energy, wants to power 10M homes
WASHINGTON (AP) — The Biden administration is ramping up efforts to sharply increase offshore wind energy along the East Coast, announcing progress on a huge wind farm planned off the New Jersey coast and setting a goal to generate enough power to provide electricity for more than 10 million homes by 2030.

President Joe Biden “believes we have an enormous opportunity in front of us to not only address the threats of climate change, but use it as a chance to create millions of good-paying, union jobs that will fuel America’s economic recovery,” said White House climate adviser Gina McCarthy. “Nowhere is the scale of that opportunity clearer than for offshore wind.”
The administration’s commitment to the still untapped industry “will create pathways to the middle class for people from all backgrounds and communities,” she added.

I wonder what offshore wind would cost with union pay scales.
Indeed says that a wind turbine technician’s average base salary is $21.52 per hour. If these are folks putting up wind turbines, they are constantly moving from place to place. They are always away from home. They can only work when weather conditions are adequate.
If these folks are living more or less onsite, to take care of the constant repairs needed by the offshore wind turbines, there is more stability to the job, but it tells you that these are devices that require constant input of human labor (as well as replacement parts). They are not devices that work on their own, indefinitely into the future.
Denmark found exactly the same thing. Their offshore wind turbines need regular inspection, itself an expensive and dangerous job, just to determine whether or not they need maintenance. As jy happens, many of them did, because their vertical supports were underdesigned for coping with lateral forces; the designers forgot that wind turbines generate huge lateral forces. (It’s called the Law of Conservation of Momentum.)
Brings me back to my favourite instance of real green design: many windmills still standing and working in early 20th century England had main working parts dating back to the 15th-century. By chance I found a fascinating and detailed book on the subject by an enthusiast.
The only problem which was encountered as wooden mill technology spread from the 12th-century age of expansion was getting some of the bigger timbers.
For buildings, too, these often came from the Baltic region at even that early date, a well-established trade. British wood was often inferior in quality, and smaller.
Offshore wind turbines,and terrestrial ones, by way of contrast, seem to be destined to be junk practically from the moment they are erected. Just like panels, inverters, etc.

Xabier, mediaeval windmills were resistant to high winds because their sails would automatically partially “feather”. Modern wind turbines cannot do that; they are either fully on or fully off. That means they are useless in low winds, and useless in high winds. Modern overcomplicated technology strikes again.
And the ignorant bureaucrats who insist on siting the windmills in regions of high wind are, as usual, compounding the problem.
UK Now Considering Digital Face Scanning to Enter Pubs
The UK government is funding companies that are producing technology which will utilize digital face scans to check people’s vaccination status and allow or block them from entering pubs, stadiums and other venues.
“Britons could have their faces scanned to allow them to access pubs, gigs and sports events under one government-funded plan being drawn up for vaccine passports,” reports the London Times.
Two companies – Mvine and iProov – are working together on the system after being given a £75,000 grant by the government having already worked with the NHS on facial recognition technology in the form of the contact tracing app.
The technology is being proposed as a solution to concerns that presenting vaccination status via an app on a phone will be too slow when multiple people are entering a busy venue.
“Whoever is standing on the door of the pub is going to have to scan the certificate, read the name and date of birth, then ask the person for an ID document, check that the name and date of birth on the ID document are the same, squint at the photograph on the ID document and then make sure that the person in front of them is that person,” iProov CEO Andrew Bud said. “To which the answer is, that’s not going to happen.”

The UK must be a great deal more coordinated with their vaccination effort than the US, to make this work. The US seems to have a different plan in each of the 50 states. Many different groups are giving the vaccine out (pharmacies in grocery stores, an outdoor booth at the university nearby, many different assisted living and nursing homes, some hospitals and physician groups.) Adherents of US far-right groups who cluster online have turned repeatedly to one particular website in recent weeks — the federal database showing deaths and adverse reactions nationwide among people who have received COVID-19 vaccinations.

Bashing of the safety and efficacy of vaccines is occurring in chat rooms frequented by all manner of right-wing groups including the Proud Boys; the Boogaloo movement, a loose affiliation known for wanting to spark a second Civil War; and various paramilitary organisations.

This is happening all over the world. Beginning last fall when the mass vaccination campaigns started up – leading into the Winter – we now see the variants spreading in the same areas one by one in terms of their reporting it as the hospitals fill up again and deaths rocket back up. This ‘wave’ is clearly vaccine-induced and there’s a general panic amongst higher level health officials who are facing the gallows if they admit this.
The US is yet to make it all front page news because they have target vaccine numbers to reach. It’s just like it was ‘in the beginning’ – the US being the last to really acknowledge anything bad happening. Right now, it’s programming the public to believe, falsely, that the injections are going to keep them healthy and allow them ‘back to normal’.
There is no mass testing going on now like last year due to the false sense of belief that the injections have ended it – that the people aren’t really sick – and it’s just a matter of ‘tick tocks’ to get it all going again.
But the reality is far different, as the vaccinated masses are falling ill again and the testing for the variants is taking place at a slower rate as individuals seek treatment here and there.
It’s going to get alot worse as the months roll on with more and more succumbing and getting the bad news. The ‘authorities’ are in denial at the moment – faced with following the ‘open up the economy’ protocols that lead to nowhere – or having to maintain things as they have been – keeping their ‘machine’ close to idle status and having to pony up the funds to support the population through this period.
We, who have stayed at least slightly saner, can look on at this very obviously vaccine-induced wave with no little satisfaction. Unless we end up as the scapegoats, of course…..

When people do not know what being sick or healthy means, a vaccine can not solve this diconnect. At least it stays in place. It might even be excarbated by more psychological complications. “Does the vaccine work?” “What does work mean?”
